There's actually a drug that people take that has been blamed for the face biting attacks that were going on, mainly in Florida I think. Maybe this guy was on the face biting drug. So, no, I don't think more drugs are the remedy.
When police in Florida pulled a 19-year-old student away from the bodies of his two alleged victims – one of whom he had reportedly bitten in the face – they knew what to blame.
They had seen it before, in the shape of attacks carried out by drug users under the influence of flakka or bath salts, a powerful man-made drug.
“When you see a case like this where someone is biting off pieces of somebody's face, could it be flakka? The answer is it absolutely could be a flakka case,” Martin County Sheriff William Snyder said, adding that the suspect from the Monday night double-murder case was "abnormally strong".
Obviously then people should not take the face biting drug. Most drugs don't make people bite off other people's faces.
Definitely alcohol does not, nor does marijuana.
Most drug users are not violent or particularly violent.
Honestly from the worst parts of the city you see plenty of disfigured faces. People take knives and slash people's faces, or other do other horrible things to permanently scare or ruin people. So who knows, but I do not think that this man who bit the the other guy's lips off was on some drug. There are just some major issues in violence from certain aspects of the city, and some terrible subcultures have developed and grown. Utica Avenue train station is in a rough area, the kind of area where enough people have been shot or stabbed.
So yeah, I do think the right drugs to sedate people would be preferable. Or work can be done to teach people how to settle problems without violence.
Both apples and oranges are still fruit. There should be societal shaming of those acting like apples and as oranges, especially when one is actually more violent than the other. I personally rather have someone drop a derogatory comment my way than bite my face off. Has the identification of the face eater been made public? Who does he work for? We should know all this by now.

This is perfectly fine behavior since no one used ethnically insensitive vocabulary against someone of another race. Both should not be arrested, and their employers are proud of them. They will likely get pay increases.
