Brooklyn technically although I've read Manhattan hits 4+ million people on the island during the workday.

Brooklyn with 2.6M laying their heads down at night in the borough, followed by Queens (2.3M), Manhattan (1.8M), Bronx (1.4M) and staten island 600K.

Queens is geographically the biggest borough. I was surprised BK beat it in population when I first found out a long time ago.
