Not surprising given the distribution of population and if you take out the largest city/area in most states, you will see a similar results. In fact, there are similar articles about the uneven recovery within other states.
With this said, more could be done about economic growth in Upstate in terms of inner city and small town/village economic development. You would think given the increase in concentrated poverty in most areas across the country, the aspect of walkability that such neighborhoods/communities would provide and the struggle many smaller/rural communities have had, that there would be a concerted effort to address such issues.
On the other hand, I will say that there are jobs available Upstate, for those with the appropriate skills/education.
Just as I'd suspected, NYC benefited from the bailouts.
