There is little to do in Lewiston. As for Artpark, it used to be a major destination for music, I saw Mel Torme, Peter Paul and Mary, Ella Fitzgerald, major Ballet, many musicals put on by Niagara University and countless amazing concerts. Funding cuts made a major difference in the quality and frequency of the productions and concerts. In its day it was really something, a world class destination here in WNY.
I don't know how many minutes you were referring to going from Lewiston to NOL. Its at least 30 if the border crossing did not exist but in reality you are talking a minimum of 30 minutes on a good day to pass the border and another 30 to get there.
There is plenty of theater in NYS outside of NYC, but it does not hold a candle to the Shaw Festival. I have seen at least 100 productions there over the years and I really miss it. Its one of the world's pre-eminent theater companies and is a major feather in the cap of the Canadian Niagara Region.
Artpark still gets some shows. The point of mentioning Lewiston is due to its proximity to NOTL. 30 minutes isn't much of a drive and Lewiston is a nice town in its own right and is close to Niagara Falls as well.

The original premise of this thread is which NYS cities are similar to NOL. I think first and foremost, the NYS city has to have a world class theater, which NOL does. Besides NYC, which NYS city has world class theater with its own resident theater company? You can't begin to compare any of the aforementioned cities with NOL. CK, how many times have you been to NOL? How many plays have you seen? Its also a major wine producing area with many wineries that have fantastic restaurants. Its also in close proximity to the Golden Horseshoe with 8 million people.

Theater wasn't even mentioned in or by the OP. The landscaping of the town was mentioned thoug. So, all of those questions are moot, unless the OP comes and states that it is a factor.
Skaneateles also meets the upscale aspect, as well as the lakeside aspect. Ironically, the Niagara Region of Ontario(essentially a county in US terms) and Onondaga County, which is where Skaneateles is located, essentially have the same population as well.
Keep in mind that there was another poster who also mentioned Skaneateles in the thread. So, I'm not the only one that has mentioned it.

The unique attraction of NOL is the theater. There are hundreds of small towns that might be somewhat similar to NOL except for the beautiful floral displays which are paid for the town benefactor. She has single handedly beautified the city like no other I have seen. The OP made a point of mentioning the beautiful floral displays. People come from all over the world to visit NOL being in close proximity to Niagara Falls which attracts 12 million visitors a year is a big plus.
I had no idea about the benefactor Si Wai Lai until you educated me Thundarr. I have been reading all about her and her brother. Do you recommend staying in their hotels when visiting Niagara-on-the-Lake? I guess Prince of Wales is the most iconic? Pillar and Post also looks great. Those were my top 2 picks.
Thundarr I'm curious to know, if you HAD TO pick a New York town that's most similar to Niagara-on-the-Lake what would it be?
For NYS probably Skaneateles and Fairport.
Here are some others in Ontario. There are too many in Ontario to mention. We had a great vacation in Bracebridge last year. Prince Edward County is also fantastic, I spent my birthday there.
