Which towns in NY state are most like Niagara-on-the-Lake in Canada? Please focus on the very best matches you know of, like a true top 3 that are the MOST similar to Niagara-on-the-Lake. Thank you!

^Maybe scratch Lewiston due to not being on a lake and replace it with another Syracuse area community in Cazenovia. A lakeside community about 30 minutes east of Syracuse, with historical architecture. Skaneateles is about 20-25 minutes SW of Syracuse.
Looking at Niagara-On-The-Lake a little bit more, while not on a lake, Corning in terms of its Downtown/Gaffer District and its proximity to wineries in the southern Finger Lakes comes to mind as well.
Watkins Glen is another place that comes to mind in terms of a nice, active Main Street, has wineries nearby and is on a lake.
Penn Yan is another Finger Lake village with wineries nearby as well, but has a bit more of an urban feel than NOTL.
None of these compare to Niagara on the Lake. First and foremost, NOL has the world class theater Shaw Festival, which draws people from all over. Many hotels are owned by Si Wai Lai a Chinese businesswoman. She is responsible for the rebirth of the city. We were there last year and there were exquisite flowers everywhere. She has beautified the city over the years and its a must see stop on any vacation. You can see throngs of people speaking many different languages that pack the sidewalks. Our family has been going to the Shaw Festival since the late 1970's, we would buy thickets for every play and the quality rivaled anything from NYC to London. So other cities in NYS may have some similarities, but none have the world class theater and the patron that beautifies the city.

OP, after reading the article, what you could easily do is live in Lewiston, which is literally across the Niagara River from the town and is a nice town in its own right. That way, you can also go to NOTL within minutes. You also have this venue in Lewiston: https://www.artpark.net/
As for the upscale piece, many of the NY communities mentioned have that to some degree. I'd say that Saratoga Springs is more well known out of those mentioned, but I'd say that Skaneateles(village) is the most affluent of the communities mentioned. I believe it is the only one with a 6 figure median household income and its location in between Syracuse and Auburn, allows for flexibility. There is little to do in Lewiston. As for Artpark, it used to be a major destination for music, I saw Mel Torme, Peter Paul and Mary, Ella Fitzgerald, major Ballet, many musicals put on by Niagara University and countless amazing concerts. Funding cuts made a major difference in the quality and frequency of the productions and concerts. In its day it was really something, a world class destination here in WNY.
I don't know how many minutes you were referring to going from Lewiston to NOL. Its at least 30 if the border crossing did not exist but in reality you are talking a minimum of 30 minutes on a good day to pass the border and another 30 to get there.
There is plenty of theater in NYS outside of NYC, but it does not hold a candle to the Shaw Festival. I have seen at least 100 productions there over the years and I really miss it. Its one of the world's pre-eminent theater companies and is a major feather in the cap of the Canadian Niagara Region.
