A guy at work is small, maybe 5'5" 125 lbs. He has had diabetes since he was a toddler which stunted his growth. He is now 26 year old.

A guy at work who likes to run people down calls him 'Quarta Pollo", Spanish for 'qaurter chicken' like you would buy in the supermarket meat department.

Do you think this is disrespectful?

Very disrespectful. Moreover, it is an HR issue that needs to be addressed. He is not calling him "Biddy" or "Partner," after all.

I agree. First the coworker should ask him to stop and if that doesn't work someone else should ask him.

If he doesn't stop then go to HR. It is not as obvious as calling him "Crip" for crippled so you want to make absolutely sure that the name-caller really knows that it is wrong and has been told to stop.

Otherwise HR may just "blow it off as good natured ribbing".
