Im buying a car from a private party . The price I'm paying is going to pay off his loan from his bank. My question is does the bank charge any fees for getting the title after paying it off ? Or does all that get tooken care of at the dmv when i put it in my name?

If you are paying the loan off, the bank should send the title to you. You'll have to ask the bank if they charge fees. They usually do not.
