I would rank MA #1 in healthcare with the availability of Mass General, Bringham Women's, Dana Farber + others. After living in MA for 25 years, the Winters, price of housing and property taxes are probably taken altogether rank as a negative #1.

Looks like NC is ranked fourth-best in the nation for government. I wonder what the Republican-haters think about this.

If you look into how they measure "government", you'll see that they are measuring very specific things and not the overall effectiveness of how that government delivers services. NC has a long history of being a balanced budget state that predates the current government. How that government is delivering services to its citizens is better measured in the other metrics where the scores are often mediocre. The "business" of government is measured highly while the experience of its output to the citizens through programs is "meh". This is not surprising to me.
