I am looking to move up to NC. We own a home there.... would I qualify for in state tuition at a community college?

Not for the first year. You'd have to prove you actually lived here, not just owned property here I believe.

To determine a student’s intentions, all relevant factors must be evaluated, especially a student’s conduct. Several actions, if done in North Carolina, will be used as indicators of intent to remain in the State. The following acts are examples of what may serve as evidence of residentiary intent:
1. Paying North Carolina state taxes;
2. Having a North Carolina driver’s license;
3. Having one’s car registered and licensed in the State;
4. Voter registration;
5. Owning a house or land in N.C.;
6. Employment in N.C.;
7. Having bank accounts in the State;
8. Spending substantial time in the State during vacations and holidays;
9. Maintaining social and business relations in the State;

does that mean i may qualify? or do i have to show ALL those

Again, I believe you would not qualify UNLESS you can prove at least the majority of those things above - just owning property here would not be enough.

You could probably increase your chances if you at least came here and got a NC drivers license and bank acct

These things are a good place to start. The application for residency is harder than you may think. I attended UNCG for graduate school, and obtained residency for tuition purposes. Many of my fellow graduate students were turned down for residency due to the "fine print." Have someone check the application BEFORE you turn it in.

Yes, it's both and art and a science. The "Science" part is doing as many of those things you can to "root" yourself to the state, plus being here for a year, but even then, there are ways to "finesse" your application--essentially, show that you intend to remain here after you graduate, that you actually consider yourself a North Carolinian, etc.
