Odds are that the "proper" fix is going to involve you dishing out several hundred bones for a new horn/airbag assembly if you can find a new one or you feel like trusting a salvage yard version. Don't worry, yours is far from the only make that has that issue and corrective action. Ford Panther clones, many a GM Oldsmobuick soapbox on wheels...you get the idea.
The easy/cheaper fix--as I saw on this one 1995 Buick Riviera--is just to wire up a horn button somewhere within reach of you on the dash and leave it at that. Just cut the horn wire to the wheel up along the steering column..
