I would be upset. Not at the idea of teen sex, but at the thought of casual sex outside a committed relationship. It is very difficult to have satisfying sexual relations without some kind of emotional investment, and the same holds true for both girls and boys. I think those that pursue casual sex are lacking in emotional maturity.
We don't promote sex out of wedlock, so casual sex would be a no go as well. Condoms aren't 100% effective and they don't protect you from all diseases.
If you start judging your teen and express your views in that sort of manner, all that will be accomplished is that they won't confide in you and still do as they please. All any of us as parents can do is try to explain our concern as to thier behavior and the consequences, but in the end what they will do is their decision, whether we like it or not.
I'd mostly be worried about their reputation, but also the increased chances of diseases (condoms can break etc.) and the risk that they aren't emotionally prepared for casual sex (some think they want casual sex but realise afterwards that they want something more). I'd be a hypocrite to be angry at them for having casual sex as I enjoyed it in the past but I would be worried for them for those reasons and talk to them about the downsides.
If that was the worst thing my teen ever did, I would be batting a thousand. I will also add, if you think your teen is not having sex, you need to pull your head out of the mud.

Same with me. I don't raise my sons to be the love 'em and leave 'em types, I don't want them using girls as playthings, nor do I want my daughter to take this view. I'd be very upset. In my opinion, sex is not just some frivolous game, and people aren't toys to discard.
