My brother is in his 40's and for unknown reasons has no job, no health insurance and owns nothing. He lives with my mother would he be eligible for medicaid?

Perhaps, if he is physically disabled/unable to work as determined by social security or his state. He would need to contact his county/local family service office to be sure. It takes more than being broke to qualify.

As far as I know he is able to work. I am unclear why he doesn't work and I know he will expect my mother to simply pay for all medical expenses if he should get sick. I'm thinking he would only be covered if he should become ill. Needless to say I think he needs to find himself a JOB, but that is a whole other discussion
