You might start off searching for facilities that are AZA (American Association of Zoos and Aquariums) validated, with current USDA licensing (with publicly-searchable compliance records) in different states. There are small private mom-pop "sanctuaries" that don't provide acceptable care. They are nothing more than glorified private zoos existing primarily for the enjoyment of the owners.
