I know more about, say, Spring Garden/ Francisville, since I live there. Just anecdotally speaking, the Hispanic population(Puerto Ricans) seems to have largely disappeared over the last ten years. But some lower income blacks are still around inspite of an influx of middle-class whites into new infill and rehabbed housing.

There were four very actice African-American churchs in the these neighborhood in the 90s. Now there are two. One of them, a huge structure at 20th and Spring Garden, has been converted to upscale rentals.

So the article's defense for gentrification is that "poor people occasionally move anyway". Tis true, every one does. Difference is in cases of gentrification the poor person's potential to return is set at 0%.
