I've bought the property at sheriffs auction couple of years ago and been working on it since then. i have started some work on the front porch roof and also covered front windows with some cardboard so that the inside of the house can not be seen. couple of weeks ago i received the initial notice of violation and order stating that i need to obtain vacant structure license 9-3905 and maintain clean safe secure and sanitary condition so as not to cause a blighting problem PM-301. Since the receipt of the notice I covered the front window with curtains but the porch roof is still not completed. Water and gas are disconnected at the property but electricity is on and I pay the bill mostly on time. Currently I do not live at the property but am working on it mostly evenings almost every day. Should I appeal the notice and if so what could be the best reasoning for the appeal?
