There is really no telling as human history was censored, changed, and otherwise adjusted so many times that we simply can not know. We can only speak of what was made available for us.
As philosophy it the only true science about the world as it is, the supreme knowledge is hidden from us along with the names of those who did it.
The ancient Chinese and Greek sure popped out a lot of great ones.
In terms of more recent philosophy, they've all been very European. The Enlightenment may have had some of what I personally see as the most important philosophers, though they didn't start from nothing.
In General the ancient Hindu philosophies are very sophisticated and refined but Buddhist philosophy is critically significant over the others.
If I have to decide on the OP, I would say the Germans and the Indians has the best philosophy.
In practice, any philosophical approach must be eclectic and picking the best amongst every philosophical traditions to combine into one optimal philosophy that is positive for the well being of the individual[s] and therefrom humanity.
