I didn't know the city of Phoenix used photo radar, that's news to me.

If the picture is clearly him behind the wheel and if he was speeding then he should pay the fine, or you the parent could pay it for him if he can't afford it, and make him reimburse you in installments.

This is an excellent point Max
I drive for a living, so I have a network of lawyers, and have a whole different philosophy than the array of answers displayed here; that's why I'm staying out of it, as this seems to be a moral/parenting dilemma.
And as this seems to be a teenage thing, my guidelines would be a moot point.

LOL! I was agreeing with the statement I bolded. In this instance, in this thread, I think the relevant issue is one of parenting rather than the usual debate about photo radar tickets. Sorry I wan't clear.

If he knows he did it then have him pay it. If he wants to contest it, show him the ropes to do that.

I got a ticket at 17 and gave cash to my mom to pay it.
