Some gas fireplaces are a "direct vent". The rules may be different for those. That's why I recommended calling someone in, so you will know exactly what kind you have and what is proper for that particular fireplace.

You may want to post your question on C-D's House forum. There is a fairly regular poster there who is in the business. There may be others who are, as well.

When it's in use keep it open for safety sake. When it's not in use close it to keep the air inside from escaping and bugs and animals from entering. If you're having trouble closing it, check for rust, sometimes WD-40 helps loosen it. If it won't budge and if it's never been serviced then call a licensed chimney sweep as mentioned above.

Any time gas logs are retrofitted to an old wood burning fireplace, a lock or weighted type of device is mounted to the damper to keep it from being closed.
As long as the damper is open, you can run the gas logs with the doors missing off of the front.
If it were me, I would close the damper and then put a note on the valve as a reminder to open the damper back up before using the gas log.

I removed our gas log setup and went back to burning real wood, although messy, its cheaper and provides a more pleasant effect.
