On March 14, 2011, the Court of Common Pleas of Allegheny County ruled that the ULS Line Warranty Program, although apparently a good program for PWSA customers, is not a program that is permitted under the Municipal Authorities Act. Accordingly, the ULS Line Warranty Program is TERMINATED, effective as of March 18, 2011, at 12:00 p.m....

um, why on God's Earth would they refund amounts already paid in prior months/years?

The prior period payments were to be insured for those prior months/years. The insurance was provided. Had your PWSA line required repairs, you would have been able to file an insurance claim.

No more insurance, no more payments. But why would anyone be entitled to refunds; other than amounts which have been prepaid for future periods (i.e., March).

Anyway, you're all probably better off. Insurance like this is usually a monumental waste of money.

It was deemed illegal. Therefore any funds collected were taken illegally, and need be returned.

lol, incorrect. Regardless of whether or not it was illegal, customers paid for a service and that service was provided. No refunds are due what-so-ever other than amounts which were prepaid.

Do you really think that or are you joking?

It was illegal because it was deceptive. They deceptively took most people's monies. If I wash your windshield just because you happen to be on the street I can't take money from you for my 'service.' That is also called theft. Or stealing.
