I've been to Century 3 mall a decent amount of times since The Waterfront opened, which, from what I understand, seems to have been pinpointed as the starting date when all this supposed riff raf started populating C3 mall ( I'm assuming the reasoning behind that being that the Waterfront is nicer than Century III Mall and so after the Waterfront opened all the decent people left Century III Mall for the Waterfront and so the only people left shopping at Century III Mall were riff raff, or something like that ) but, from what I've observed, I don't see where all this riff raff is, not unless if you consider two middle class women in their 60s, or an elderly couple in their 60s, or a young couple in their 20s with two little kids with them, to be riff raff

I don't think anyone says its full of riff raff as its been pretty devoid of people of any sort for years.

I think the riff Raff people were referring to was the gang bangers that would hang out there.

"Riff raff" is just code for black teenagers/20somethings.

As someone already pointed out to you, this stereotype developed in the late 90s and early 2000s. And yes there were was a ghetto element to the mall. With the Port Authority reducing routes to the mall, not only has the riffraff disappeared but also the other patrons.

The stores disapeared too. Riff Raff spend alot of money on material things.
