None of the work places I worked in is (or has been) a winner.
Reading what the employees have to say about their work places I understand why.

However one thing buffles me: I see that West Mifflin school district is a winner. I thought that West Mifflin school district is not really a very good school. How can it be one of the best places to work with then?

The annual "best places to work" articles are sort of worthless generally, since having worked for one in the past I can tell you it's just a matter of your marketing or social media or corporate communications representative reminding people of the survey and encouraging them to nominate the company. Ours were really on top of it. Granted this was not in Pittsburgh, but I can't imagine the process varies much from city to city.

But since you asked about the school district:

It's possible for it to utterly such to work for one of the best school districts. Food for thought...
