I don't know, but a google search seems to indicate that the following organization is all-inclusive with the services it provides.

About.com: http://www.accessiblepa.state.pa.us/

You can start there until someone else with more knowledge responds.

Not sure if you're coming from out of state, but the following site has a very large list of resources in Pennsylvania:

The DRM Regional Resource Directory: Pennsylvania

I am not sure of the extent of your handicap, but be aware that Shadyside is an older neighborhood and there is certainly not a ton of available options for ground level living without steps. Your best bet may be the Ken-Mawr, which is probably the largest apartment building The New Kenmawr Apartments If you're living by yourself, a one bedroom is pretty pricey.

On the plus sign there is a ton of public transportation, with buses traveling throughout the neighborhood. Location-wise, you're close to a lot, but the downside with city living is that you may encounter uneven sidewalks and businesses that are not handicap accessible.

Spend some time on the internet, I am sure there are some Pittsburgh resources that you could contact in your research.

The Housing Authority of the City of Pittsburgh is a good place to start. They own the senior apartments in the old Morse School on Sarah St. The Carson Towers is right on Carson, and is also subsidized and is in the old St. Joseph Hospital building.
