Or perhaps if one needs to have a guaranteed place to park, perhaps they should live somewhere that has a private driveway? Or does that only go one way?

I’m not exactly sure what specifies a “camper truck” but why would one pay to park a vehicle on private property when they can park it on public property at their residence?

Your best first step is to (covertly if you can) photograph the vehicles in question. The more evidence you can compile that they belong to residents of one dwelling the better (registrations, plate numbers, etc.) You might enlist Pittsburgh DMV or the City "Parking" department for this info.

Now go to your City Official that would handle the number of vehicles one household would be allowed to keep. There might not be a limit, but even if there isn't one, bringing this matter to official attention might help.

See where that gets you, and go from there...

There is no legal limit. Unless parked illegally or out of registration, there's nothing the city can do.

Don't feel sorry, there are plenty of areas in Pittsburgh where you'd spend half that and have a garage and driveway not to mention front and back yards. Lawrenceville reaps what it sows.
