He's been around since the beginning of time in various government positions.

Sift through all the archive articles and you'll eventually figure out when he became DA and who he was running against might be a clue to research further.

Found it. His name was Bob Colville....lots of people didn't like Colville, for the way he handled that Johnny Gammage case, I might add....
