Is it possible to blow insulation in where you are placing the fan to blow warm air in. If so try filling the entire cavity with cellulose insulation, you can purchase it in large bags, and if possible, just pour it in to and fill the entire cavity. If you have access to the top or bottom of the pipe, you may be able to slide foam pipe insulation up or down the entire length of the pipe.Plumbing Rule #1, never run water pipes through an outside wall.

I'll have to look at the access area in the attic. I suspect there isn't even crawl room space to work in that corner since it's located at the corner where the roof slopes down.

No access from the top since the pipes stop on the second floor. No access from the bottom because the foundation wall is two feet thick.

However, you gave me an idea. We could just tear out a portion of drywall to insulate the pipes without tearing out the entire wall.

Yeah, yeah, we know. Plumbing is one of the first things my husband did thirty years ago. All of the other plumbing is fine.

Could have been much worse considering he was only 20 years old when he did it.

I'd like to thank everyone for their ideas. We'll get to it eventually. For now, I plan to leave the fan on for the next few weeks since it's still cold at night.
