I keep hearing this "no-bid" contract for Haliburton. Having been CEO and CFO of my husband's construction corporation for 25 years, we often bid with the government. A few years back the government suddenly realized that putting a job out to bid and taking low bid was a serious mistake, costs tons of $'s it should not and was an open invitation for fraud. They changed their bidding program in "SOME" areas that bidding was used to only approving 3 bidders for that particular work/service/etc. in designated areas.
Do you know for a fact that Haliburton and the supplying of fuel, etc., did not fall under this bidding category? Do you know for a fact there were other "qualified" bidders that could provide the required service? And, remember this type of bidding restriction went into effect quite some time before 9/11.
