No. This is an article about how people pay fees that they don't have to pay, and make the banks richer in the process. I almost said stupid people. Maybe ignorant is the better word. OWS isn't protesting ignorant people.

I was on unemployment for a time. I had to use the Citbank debit card at a Citibank ATm to avoid the ATM withdrawal fee. Which went like this.
Fill out online form.
Get paid every two weeks.
Go to Target.
Put card in ATM.
Pull out all my cash in 20's.
Stuff cash in pocket.
Take cash to home/or put in bank.

I never bought a card. Colorado/Citibank issues the card. You get it in the mail. You get your PIN a day or two later.
If you use the card like a debit card and don't think about the fees associated with it, and you're on unemployment, which barely pays for
SQUAT, you're an idiot.
If you withdraw money too many times, you're an idiot. The card comes with documentation describing the fees. Sorry you didn't trouble yourself to read it. Or understand it. Or try to draw $500 out of a $400 account. Dude, you can't fix stupid, OK?
If you use an out of network ATM, well yeah, if you can't get to one, because you just can't, I can understand that. So you'll lose 2 dollars or so to withdraw your money. OR you can just have them direct deposit it to your account IF you have an account. Otherwise, if you're just using the local ATM because you can't be bothered to go a few blocks over, it's your money, blow it however you like. The banks don't care. They like people who do things like this. It just makes 'em richer. In fact, they depend on people being sloppy with money.
