Wasn't he the one who said he didn't read the bill when he voted to go to war in Iraq? I know Hillary Clinton said it. That's the new excuse for passing crap.
Jon Carry did tell us that he voted for against a few things before he voted for them, or the other way around.
Kerry didn't talk about individual Congresspeople reading the bill for comprehension. He talked about having the bill read out loud on the Senate floor. Having the Clerk of the Senate stand up on a lectern and read 1900+ pages of a bill out loud, to an audience of - well, no one, everybody will be busy doing actual legislation work. It is a delaying tactic, and it will do nothing to further anyone's comprehension of the bill. Basic procedural obstruction.
But DAMN, does it make for a good soundbite, when paraphrased just a little bit. RCP obviously knows that the distinction between "reading the bill" and "reading the bill out loud" would be too subtle for their core audience.
