Comcast has received approval to acquire 51% of NBC-Universal from GE but with conditions attached. They must offer broadband service to low income people for $10 [TEN DOLLARS] a month. They must also offer notebooks/laptops for $150 or less to low income people.

The Dept of Justice and the FCC approved the $30 billion deal with a slew of conditions which include the special deal for low income families as reported in the Washington Post 1/19/11
Who exactly is forcing them to provide internet service for $10/month?
Nobody is forcing Comcast to take the deal. They can ALWAYS decide it's not in their best financial interest and walk away.
If they take the deal its because THEY CAN MAKE MONEY.
