Those are the FEMA staff that will be hosting you at your new homes.
I wouldn't get worried though until they start advertising for "internment/resettlement bus drivers".
Then I'd head for the hills.

Start getting nervous when you see job ads for "gas chamber attendant" and "furnace technician".
