A scam that makes you pay tons of money to ruin your own engine must be one of the most humorous scams ever invented for the astoundingly stupid.
Reminds me of a friend in college who thought he could get rid of his fuel computer because he thought it was purposefully making him use more gas. After 5 repairs at $140 each (plus $$ plans for the "replacement") he stopped talking to me, because I was laughing so hard at him I couldn't stop crying.

Which would all be expired now, a patent only lasts for 20 years. Anybody is free to use that technology once it expires.
The suggestion that "big oil" is holding back technology is about as bogus as they come. If you patent something 20 years is very little time to exploit that tech, it's in your best interest to market it in most cases. If you don't patent it someone else could....
1. The internal combustion engine is inefficient because most of it's energy is wasted as thermal energy.
2. Changing the fuel from droplets to vapors will not change the thermal dynamics of an engine, but will in fact decrease combustion.
3. The use of premium fuel is ridiculous. Premium fuel burns more slowly, which is what reduces engine knock, because it helps prevent pre-detonation from occurring. That's what allows a higher compression ratio inside an engine. If anything a lower octane fuel would more easily produce vapors.
the main thing that reduces the efficiency of the ICE, (Internal combustion engine), is the fact that much of the energy produced in the form of heat is wasted. A turbocharger is one way that the use of the both the heat energy and waste gases produced by combustion is used to increase the efficiency of an engine.
