Appointed State Administrators do NOT have ANY union representation and serve at the convenience of the Governor. This is a POLITICAL appointment and a blatant payback to a campaign donor. An independent State Attorney General might consider this to be responding to a bribe and investigate as appropriate.

Other than the whole taking-a-quote-out-of-context-to-feed-my-own-personal-narrative-and-talking-points - you totally nailed it.

Using "the internets," one can easily discover that quote as part of a (2010) campaign speech Obama gave about immigration reform and latino voting participation rates... which is totally the same as cronyism... except for the part where it isn't.
