Regarding the $50M reward for the capture of Osama bin Laden, Phil Valentine (Nashville talk radio host) once again hit the nail on the head.
The people who know where Osama is are NOT motivated by money! They couldn't care less how rich we offer to make them. They are radical jihadists just like their leader, and they think that if they dedicate their lives to blowing people up in the name of Islam, they'll be rewarded with 72 virgins in the afterlife. That's where their motivation comes from!
Instead of trying to throw money at them, why don't we play their little game. Instead of 72 virgins, why don't we offer up 75? 80 tops. We could sacrifice some of these Hollywood idiots who hate America so much, but I don't know how many virgins we'd find out there.
In all seriousness, if we're going to win this war on terror, we have to learn to beat them at their own game. These people don't think on the same wavelength that we do, or even the same general plane. If we can't think like they do, get into their head and learn what makes them tick, we'll never make any progress.

A good place to start would be to understand you're not likely to defeat a non-traditional/non nation-state enemy by the traditional tactic of invading/occupying a nation state
