Sam you are not to bright. This is based on 1,000 persons not 100. So 71.2 is not a percent. Out of 1000 out of wedlock births 71.2 are black not 71.2%. Keep trying. SMH!!!

The figure you're referring to is LIVE births, not OUT OF WEDLOCK births.
