Here is a tip about Colorado. Southern Colorado has been populated by Spanish descendents since the 1840s. I am talking about the hispanic communities of the San Luis Valley near Alamosa. Part of the ancient hispanic culture of N. New Mexico and S. Colorado. A great element of our country, and they can get things in Spanish if it helps.
By the way, Interior Secretary Salazar hails from that culture, and they are quite moderate on environmental issues. They have been there several hundred years. God's Country. Truly.
Sorry I don't quite understand what you mean. My point is that it's either a right, in which case it applies to everyone, or it's not a right.
The point is, there is no effective way to distinguish between those people who you seem to dislike and those who just haven't (or can't) learn English well enough to make informed voting choices.

Well that is true.
I'm just saying that if this is a right, it should apply across the board, Spanish or Finnish. I personally would not support providing election materials in any and all languages, but it has to be all or none IMO.
To become a naturalized citizen, by federal law, "You will also take an English and Civics test unless you qualify for an exemption or waiver."
So why are we going to continue spending money we do not have?
How will these voters be able to listen to, read and comprehend the issues which are DEBATED in ENGLISH?
