Yes, 9/11 did happen under Bush's watch and it's arguable that they waited until a village idiot was President before attacking. They thought the country was vulnerable since people elected a dummy to head the country.
The incredible disaster that was Bush's presidency happened under Bush's watch too. This 8 year period, where Republicans showed us how they run the country and the economy, DECIMATED THIS COUNTRY. We're still grappling with the wreckage from that disaster. Republicans/Conservatives are desperately trying to campaign as if Bush never happened too. Pretty pathetic.

Nobody can say that with any certainty over the fact when it did happen. But you're correct, the foundation was laid in the 1980s when the snakes were being fed all the milk the US government could instead of minding its own business.

And if Gore had been in office that first plane would have hardly touched the tower before the right started screaming "This wouldn't have happened if Bush won the election!"
Then afterwards when Gore tried to get all that anti terrorism stuff Bush was handed on a silver platter the Republican Congress would have said no, just like they did when Clinton asked for it when he was President
Gore would have been a Democratic President and Republicans only care about stopping terrorism when there's a Republican in the White House. Just compare the Republicans response to the Clinton attacks (impeaching him) and the Bush attacks (100% support)
In fact it may not have happened if Gore was President, or may have been dimmed somewhat. When Bush first came into office one of the first things he did was ignore Clinton's warning on bin Laden. He also called off the hunt for bin Laden that Clinton had going. Moreover at that time many conservatives actually believed that terrorists would never attack America while there was a big brawny he man Republican in the White House
If there was any organization that had the means, ability, and reason to plan 9/11 it was the MOSSAD. Do some investigating and I think many people will be surprised at some of the info about this possibility.
