For instance in the case of the green card lottery. Why not have participants select the state they would like to settle in when they submit their entry? Those 55k green cards are presents anyway. For those who want to move to the US, a green card for Iowa is better than none at all.
It might be limited to a specific state for the first 5 or 10 years. And with naturalization the geographical limitation could be lifted. By that time immigrants are likely to have already settled down anyway.
