Actually, the question should be: Which was the worst president?
That would be easy to answer - FDR- who instituted the perpetual "temporary" State of Emergency, instituted national socialism (FICA), stole all lawful money and criminalized the possession of lawful money by "free" Americans... among his other misdeeds.
Oh - and helped end the ascendency of the united States of America, and sowed the seeds of her demise, that we're reaping now.
By this time after taking over from carter who answer was price controls; Reagan by end of first term had growth a tnear 8% levels; the small business revolution that employs more people today had started. Now no one controls the markets after any crash and even then the markets loss a generation of retail investors who never returned. That if you look is also happening now despite the FED Money on the sidelines are willing to take negative growth on money rather than risk it. Companies have cut the bottom line and started reducing expectations ;given more dividends ;which means no growth so no real job growth. Record is people who have left the job market which many see as same as carter to froze prices to stop inflation at double digits. Strange what some think is good.

He started the federal income tax, which as we have seen this year, still haunts us to this day. He started the war on drugs (Harrison Act of 1914). Before that, cocaine, morphine, mj, etc. could be legally sold in pharmacies.
He unnecessarily got us into WWI, which kicked off a century of US as 'world police.' He also stomped all over the 1st Amendment, actually putting people in jail just for printing and distributing anti-war pamphlets (the Schenk case). And he was an open racist, who re-segregated the federal work force (and US military) after Republicans had desegregated it following the civil war. That of course set back racial progress for a generation. Incidentally, he was our only PhD president.
