I don't see where is is doing either. Calling it a distractive issue is actually a pretty strong criticism. In politics usually distractions are used when there is some real issue from which someone wants attention diverted.
But either way it is headline fraud, both from the OP and the article he/she linked.
obama's birth has been verified by the hawaiian DoH, former gov lingle and current gov ambercrombie ( not to mention corresponding contemporaneous newspaper accounts and state dept reports ). for perry to evade answering the simple question directly is most definitely leaving the door open for birther support.

It sounds like he's saying that he's undecided regarding the birther issue. Call it reaching out, reaching in, or whatever, but it's clear that Perry sees validity in the birther argument
Asked what he told Trump in response, Perry said "I don't have any idea. It doesn't matter. He's the president of the United States. He's elected. It's a distractive issue."

So, not only is he a birther, he has no idea what he said to Trump about it. That's kind of interesting. Then again, maybe conversations with Donald Trump aren't very memorable.
Then again, we know what it is. He was just A. dodging the question. He could've said, "Gee, Don, I think you're wrong." or he could've said, "Gee, maybe you're right and I wanna be a moron like you, too, Don.' Either one works. But this guy, he said something that he can't elaborate on. Or B. He's got a really, really bad memory.
And in any case, he doesn't care if the President is legit or not. It doesn't matter. That's why he hinted he believed he's not really legit. Because, ..... it doesn't matter? The more I examine his words, the more I keep thinking of slime. It just oozes wherever it's easiest to ooze.
i'm curious if perry will release a statement today either defending or distancing himself from the comment. my gut feeling feeling is we will get something along the lines of "i was just joking with the interviewer. i believe the POTUS is eligible to hold office. this is all just to distract from the issues of ( insert perry strong issues here )". don't know. the sick part of my brain is hoping for a full-blown pro-birther statement.
