The First 3 Numbers are based on Area . You got the Number by where You were when You Applied for it .

They were based on the zip code from where the application was mailed,

They have never been based on where a person was born or lived.

Explain what vetting was done for other candidates to ensure their eligibility. I'm not talking "vetting" of background for anything objectionable, I'm talking strictly eligibility. Did they send investigators to candidates' birthplaces, interview hospital staff, have supposed Photoshop experts inspect birth certificates? What? Details, please.
