Budgeting is all about prioritzing.
This country desperately needs a viable healthcare insurance system and infrastructure investment.
Why do we not have the money for these items? Because those in charge with allocating money via the US budget have decided there are more important places to send our tax dollars like Iraq and Afghanistan.
I agree with prioritizing but it needs to be accompanied by good monitoring as far as results. I think too many politicians and voters get too caught up in wanting gov't to spend money on things that appear to be good things but aren't effective but they fit with their political/social outlooks.

its not just on those there are plenty of programs not for the general benefit. The entitlements have just grown and grown. We do not have a balance budget yet the wars are not a budget item ;quite separate spending from budgeted items. Its like defense which was cut under Clinton( remember the peace dividend) and has remained at about 4% ;so can't be cut as much to balance this time. So even if we cut out war special spending it will not balance the budget. We will just borrow less; no money in addition to spend.
A data driven reform of spending is completely rational and needed, but the way spending is allocated and protected will be hard to change.
And the recipients of the money will oppose it strongly through their lobbyists.
