The Obama administration is quietly diverting roughly $500 million to the IRS to help implement the president’s healthcare law.
The money is only part of the IRS’s total implementation spending, and it is being provided outside the normal appropriations process. The tax agency is responsible for several key provisions of the new law, including the unpopular individual mandate.
You'd think this might be on hold until June, when the whole thing is ruled unconstitutional. But, hey, "Can't Wait to Waste Our Money!"
Heck no, Obama is ramping up his shadow government in full gear.

A prudent, non-radical President would wait until the Supreme Court made a ruling on the Affordable Care Act before spending $500M.
None of us should be surprised that Obama has no intention of doing the right thing by the American taxpayer. His entire record is exactly the opposite of what's right and just when it comes to spending taxpayer dollars.

The mandate/penalty is considered a "tax" as it is presently being defended.
