Heck no, Obama is ramping up his shadow government in full gear.

The IRS will also administer the most expensive piece of the new law — subsidies to help low-income people pay for insurance, which are structured as tax credits. The agency asked Congress to fund another 537 new employees dedicated to administering the new subsidies.

A prudent, non-radical President would wait until the Supreme Court made a ruling on the Affordable Care Act before spending $500M.

None of us should be surprised that Obama has no intention of doing the right thing by the American taxpayer. His entire record is exactly the opposite of what's right and just when it comes to spending taxpayer dollars.

The mandate/penalty is considered a "tax" as it is presently being defended.
