In the fifteen months that the Republican-controlled House of Representatives–led by Speaker John Boehner–has effectively enjoyed a constitutional veto over federal spending, the federal government’s debt has increased by about $1.59 trillion.

Since then, the GOP has been in a position to stop any such bill in the House. Instead, it has voted through more debt that the first 97 Congresses combined. So much for fiscal conservatism.

your right though, its not an appropriation bill, but the OP is CLEARLY wrong because the Senate introduces spending bills all the time.
