Absolutely a 10th amendment issue. I don't like Romney/Obamacare but one gives me an out, the other doesn't.
Concur. The states can do what they individually choose to do IAW the 10th Amendment. If it's not specifically detailed as under the authority of the Federal Government, it is left to the state to decide. If Texas wants a 100 MPH speed limit, they can have it, because the Constitution doesn't cover speed limits.

Depends on the State and its constitution. Some states have specific clauses to which may disallow such a system being put into place. In the end, if people do not like the policies of the state, they can move to another.
The problem with obamacare is it is dictating to the states and that is overstepping its authority. As was already mentioned by summers73, if the feds institute a policy of such, there is no option or choice, it becomes an inescapable mandate and that is not how our government is supposed to work.
Every state has a constitution as well unless its in there Romneycare can likely state. Though that doesnt mean it wont be over turned by newly elected people in MASS or they will just move to NH lol
