In response to a growing number of people living in vehicles several cities in California have created local Safe Parking Programs which offer a limited number of safe overnight parking spots.

I saw a CNN clip about a Santa Barbara bus driver (employed full time) living in his van, other cities with similar programs include San Luis Obispo (SLO) and San Diego.

These three are not cities I would have expected to be receptive to this idea.

The auto industry is going to stop production of those small gas-saving cars and try to incorporate gas efficiency with living space. This is happening more and more (not only in Cali). Trailer and Conestoga lifestyles are the wave of the future if the government inefficiency of California continues and spreads. The bright side of this is that you won't have any lawn to cut or maintain.
