Interesting idea, especially since it's also a training ground for early childhood educators who will be testing out their ideas and theories on these kids. My guess is it will give some positive results since many kids in the target area arrive at K already beat down from having no help in the early years. We shall see.
I also see ways to abuse this system by having as many welfare babies as possible, collecting the money, then shipping them off all day. There will need to be some pretty strict guidelines to prevent this from happening and creating MORE problems instead of solving the ones they already have.

“You’re not going to teach them calculus at that age,” said Mayor Bloomberg. “The first thing is to teach them to deal with other kids and how you cooperatively work together.”
The sooner you can grab their minds, the more compliant they will be as taxpayers later.

Oh please, we test out new ideas all the time. In homes, schools, workplaces, etc. If you ever read an article on how to do something, then did it, you were testing out a new idea. Are you Hitler now?
