What an utterly mad idea, a super cop proud that he had four hundred gangs in LA for London police Commissioner
Telling her Majesty that her security is being run by a revolting colonial who is not a subject would end up with the palace calling Hereford to get the hard bunch in to supply security for the Royal Family.

Policing is totally different between the USA and the Commonwealth, our police police by consent not by force.

No reason a Commonwealth subject cannot be Commissioner but it is not possible for an American to be a subject.

Why shouldn't we sign up a U.S. supercop to put a rocket up Britain's complacent police chiefs? | Mail Online

A few points here. First, how many gangs does London has? I'm it numbers into the hundreds and, if you used the criteria we use here in the US i'm sure may even surpass LA. London, is after all, a very large city (not talking about London proper, but including all its surrounding areas).

Second, policing is policing. Now there are minor differences, of course, however the bottom line is this: First, and foremost, the police are their to protect the community from criminals, maintain the peace and, whenever possible (although this is increasingly difficult too do) protect property.

London, LA, Inverness, Dublin, York, or Oakland? What is the difference?

In both cultures the community give the police the tools to enforce the law and the citizens/politicians are the ones who decide what is legal and what is illegal. An as for instance, here in California, if everyone in California said the police should be unarmed tomorrow, it would take awhile, however it WOULD occur. The people decided what authority and what laws the police enforce.

Third what would be wrong with getting a fresh perspective on policing in London? Don't take this wrong, however with the MAJOR cut backs in the police force, the MASSIVE corruption, and all of the other problems, getting someone from the outside just might be the "ticket" to get London policing back in order. You know, fresh ideas, different ideas.

Obviously the police there have been having ongoing problems. Problems deeply engrained into the "culture," which isn't changing. When you promote someone from within, while it sounds like a good idea and generally is, however when a department is having problem, one way to change things is from the top down; in fact, in my opinion, the ONLY way to change things. Now, promoting internally merely continues the problem and doesn't do anything to change it. You have too many friends, too many relationships, and too many people who need to be "paid back."

Bringing in a fresh face, especially someone from the United States, who is beholding to NO ONE within the police department, just might be the right thing. He/she would be only interested in turning things around and paying back his buddy, from "back in the day," and family members, et al. In this day and age, modern policing is a business and should be treated as such. And sometimes, decisions in this regard are not the best for the personnel; however, they just maybe the best for London.
