I don't believe it would include the military. They have a different disability system within the VA.
And I don't know why anything other than general statements are needed. What do you attribute this huge spike in disability claims to?

Baby Boomers are getting to the age where they're having major health issues. An increase in disability claims would be happening now no matter who the president is. They've always been like the rabbit passing through a python driving the economy. Now it's health care's turn.
