He got himself elected Supervisor when no other openly gay person had ever done so.

He built coalitions with diverse groups of San Franciscans, and got people to realize that gay people are, first and foremost, people (a fact that continues to elude many people, but is now mainstream thanks in no small part to the efforts of early pioneers like Harvey Milk).

He traveled around California to speak in favor of civil rights for gays when they were under ferocious attack.

Most of all, he inspired people -- just as Rosa Parks did.
