The study is complete, and the federal gov't reports that it resulted in 0.00 jobs created.

This money was so much better spent than leaving it in the private sector for people to squander on frivolous things such as food, clothing, gas for their car to get to work...

Actually reading over the study, it sounded like one worthy of the grant for the university. Which there is nothing wrong with wanting to study ways to increase the proper use of condoms with heterosexual men.

I don't think you can realistically expect to fix stupid. My condom usage errors are usually the result of copious amounts of Patrón. When I'm sober I can put on a condom blindfolded.
